This chapter examines regional innovation performance in Serbian regions within a broader European context, with a focus on low-density regions. The study applies a multidimensional framework covering innovation input, output, outcome and impact. Regional performance is analysed using a multi-criteria decision-making approach combining the LOPCOW and MABAC methods. The results reveal significant differences among Serbian regions across all innovation dimensions. Serbian regions generally lag behind European regions in innovation outputs, while some regions demonstrate stronger performance in innovation outcomes and impacts. The findings indicate that stronger innovation inputs do not necessarily lead to higher innovation performance. The chapter highlights the importance of place-based innovation policy for understanding regional innovation disparities in the context of sustainable regional development.
