Abstract

Tobacco consumption imposes significant economic and health burdens on society. Tobacco control measures encompass price and non-price measures aimed to discourage consumption of tobacco products and reduce negative health outcomes. Although price measures, in the form of specifically designed tobacco tax policy, proved to be the most effective single tobacco control instrument, their effectiveness is maximized only if they are coupled with non-price measures (smoke-free air laws, marketing bans, education about harmful effects of tobacco, cessation support, etc.). This paper provides a theoretical and empirical rationale for applying the non-price measures in selected SEE countries – Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, and Serbia. The performed analysis focuses not only on the current state in the application of the non-price measures at the regional level but on differences among the observed countries. Research results confirm gradual but slow progress in applying non-price measures of tobacco control in observed countries. There is a huge space for policy improvements in the area. Full implementation of the non-price measures, as outlined in the WHO MPOWER package, would result in lower tobacco consumption, while bringing significant health and economic benefits.
