Abstract

Innovations are essential to a successful modern economy today, since they are at the core of economic planning and the main way for job creation. According to the Innovation Union scoreboard, currently Serbia has modest innovation system, but it does not defer much from other countries in the region. In most of the indicators used by this organization, Serbia is graded poorly, with one exception. This exception is efficiently use of scarce resources and infrastructure to achieve innovative goals and results. Small and medium enterprises (SMEs) are the primary creators of innovation and research and development (R&D) and they dominate Serbian economy (99.4% of all enterprises). However, SMEs are characterized by low innovation activity, lack of innovation networks, lack of research, and lack of finance resources for supporting innovation and R&D. Also, promotion of innovative entrepreneurship is the main challenge that Serbia faces in trying to achieve faster economic growth. Nevertheless some positive steps have been made. Innovation Fund and Centre for the Promotion of Science are established, various programs that will stimulate innovation are developing. Also an increase in the number of full time employees in research-development organizations in period 2001-2006 is evident. In the period of economic crisis innovations are gaining additional importance. I this article we will analyze innovative policies and activities in Serbia and presents the current state in this area. Also it will analyze the current state of SMEs in terms of their innovations.
